All four apps move money between people in the US in seconds, so they look interchangeable. They aren’t. They differ on who protects you when something goes wrong, what a credit card or instant cash-out costs, whether the money waits in an app or lands straight in your bank, and whether they work outside the US at all.
PayPal is best for buying online, selling and international payments because it has Purchase Protection. Venmo is best for splitting costs with friends. Zelle is best for free bank-to-bank payments to people you trust. Cash App suits people who want a debit card, direct deposit and investing in one app. Only PayPal protects most purchases, and Zelle protects none.

PayPal vs Venmo vs Zelle vs Cash App at a Glance
PayPal vs Venmo vs Zelle vs Cash App comes down to how each one holds money and protects payments. PayPal, Venmo and Cash App keep a balance inside the app and charge for instant cash-outs. Zelle sends money straight from one US bank account to another, with no balance, no card funding and no purchase protection.
| Feature | PayPal | Venmo | Zelle | Cash App |
|---|---|---|---|---|
| Owner | PayPal | PayPal | Early Warning Services (owned by US banks) | Block |
| Where your money sits | PayPal balance | Venmo balance | Your bank account | Cash App balance |
| Send from bank or balance | Free | Free | Free from Zelle | Free |
| Send by credit card | 2.90% + $0.30 | 3% | Not supported | 3% |
| Instant cash-out to bank | 1.75%, $0.25 to $25 | 1.75%, $0.25 to $25 | Not needed, money is already in the bank | 0.5% to 2.5%, $0.25 to $1 minimum, $75 maximum |
| Purchase protection | Eligible purchases | Tagged purchases only | None | None on peer payments |
| Works outside the US | Yes | No | No | No |
| Accounts for teens | No, 18+ | Yes, 13 to 17 with a parent | Depends on your bank | Yes, 13 to 17 with a sponsor |
The row that matters most is where your money sits. A Zelle payment leaves your checking account and lands in the other person’s checking account. With the other three, money waits in an app balance until you move it, and moving it fast costs a fee.
What PayPal, Venmo, Cash App and Zelle Have in Common
All four are peer-to-peer payment services, often called P2P apps. They let you send money to another person using a phone number, email address or username instead of bank details. All four are built for the US first, and all four treat a payment to a friend as final once it’s sent.
PayPal vs Venmo vs Zelle vs Cash App Fees
Zelle is cheapest because it charges nothing to send or receive and needs no cash-out. Venmo and Cash App are free from a bank, debit card or balance and charge 3% for credit cards. PayPal is free from a balance or bank but charges 2.90% plus $0.30 on any card, debit included. Instant cash-outs cost extra on the other three.
| Fee | PayPal | Venmo | Zelle | Cash App |
|---|---|---|---|---|
| Send from balance or bank | $0 | $0 | $0 | $0 |
| Send by debit card | 2.90% + $0.30 | $0 | Not applicable | $0 |
| Send by credit card | 2.90% + $0.30 | 3% | Not supported | 3% |
| Standard cash-out | Free | Free, 1 to 3 business days | Not needed | Free, 1 to 3 business days |
| Instant cash-out | 1.75% ($0.25 min, $25 max) | 1.75% ($0.25 min, $25 max) | Not needed | 0.5% to 2.5% ($0.25 to $1 min, $75 max) |
| Seller fee on a goods and services payment | 2.99% | 2.99% | No Zelle fee, but no protection | Business accounts only |
Zelle vs PayPal Fees
Zelle doesn’t charge to send or receive, and Wells Fargo, for example, says it adds no fee of its own. PayPal is also free from your PayPal balance or a linked bank. The gap opens with cards and sales. PayPal charges 2.90% plus $0.30 to pay a friend by card and 2.99% on a goods and services payment, while Zelle can’t take a card at all and offers no protection on a sale.
Cash App vs PayPal Fees
Cash App and PayPal are both free from a balance or bank. Cash App is cheaper on debit cards, which cost nothing. On credit cards, Cash App’s flat 3% is cheaper than PayPal’s 2.90% plus $0.30 below $300 and dearer above it. PayPal is cheaper and more predictable for instant cash-outs, because Cash App’s fee runs from 0.5% to 2.5% depending on the transfer. For the full breakdown, see which is better, PayPal or Cash App.

Which Is Safest: PayPal, Venmo, Zelle or Cash App?
PayPal is the safest of the four for paying someone you don’t know, because its Purchase Protection covers eligible purchases by default. Venmo protects only payments tagged as a purchase. Zelle and Cash App offer no purchase protection on peer payments, so a payment to a scammer is usually gone. Payments you never authorized must still be investigated.
Purchase Protection by App
PayPal’s Purchase Protection can refund the price plus original shipping when an eligible item never arrives or arrives significantly not as described. Venmo’s Purchase Protection gives the same kind of cover, but only when the buyer tags the payment as a purchase. Wells Fargo’s Zelle FAQ is blunt: neither the bank nor Zelle offers purchase protection for payments made with Zelle.
| Situation | PayPal | Venmo | Zelle | Cash App |
|---|---|---|---|---|
| Item never arrives from a seller | Covered if eligible | Covered if tagged as a purchase | Not covered | Not covered |
| Someone used your account without permission | Report it, must be investigated | Report it, must be investigated | Report it to your bank | Report it, must be investigated |
| You sent money to a scammer yourself | Usually not covered | Usually not covered | Usually not covered | Usually not covered |
| You sent money to the wrong person | Ask them to return it | Ask them to return it | Often can’t be reversed | Ask them to return it |
Unauthorized Payments vs Scams
There’s a legal difference between a payment someone else made from your account and one you sent yourself after being tricked. The Electronic Fund Transfer Act requires these companies to investigate unauthorized transfers. A payment you approved, even to a fake seller, usually isn’t covered.
That rule has teeth. In January 2025 the CFPB ordered Block, Cash App’s owner, to pay up to $175 million, including up to $120 million in refunds, after finding Cash App failed to properly investigate unauthorized transactions, according to the CFPB’s announcement.
Safety Habits That Work on All Four
- Pay strangers through PayPal goods and services: it’s the only option of the four with protection by default.
- Never pay as “friends and family” to someone you don’t know: that’s the most common scam on every app.
- Double-check the phone number or username: a typo sends money to a stranger.
- Turn on two-step sign-in: every app supports it.
- Never share a sign-in code: anyone who calls or messages asking for one is a scammer posing as support.

Speed and Where Your Money Sits
Zelle is the fastest way to get money into a bank account, because payments between enrolled users typically arrive within minutes and land in the bank directly. PayPal, Venmo and Cash App payments arrive instantly in the app, but moving that balance to your bank takes 1 to 3 business days unless you pay an instant fee.
Is Zelle Like Cash App?
Not really. Cash App is a full wallet with its own balance, a Visa debit card, direct deposit and investing. Zelle is a payment network built into more than 2,500 banks and credit unions, according to figures Early Warning Services, Zelle’s operator, released in January 2026. Zelle has no balance, no card and no investing, and it shut down its standalone app in April 2025.
Is Money in These Apps Insured?
Money in your bank account is protected by your bank’s FDIC insurance, so a Zelle payment never leaves that protection. Venmo and Cash App balances can get pass-through FDIC insurance at their partner banks, but only when you meet conditions such as having their debit card or direct deposit. Neither PayPal, Venmo nor Cash App is a bank, so cash out large balances.
Using PayPal, Venmo, Zelle or Cash App for Business
PayPal is the strongest choice for selling online, because it combines checkout, invoicing, Purchase Protection and international buyers in one account. Venmo business profiles suit local sellers paid face to face, at 1.9% plus $0.10 per payment. Zelle works for small businesses through their bank, but it gives your customers no protection.
| Business need | Best fit | Why |
|---|---|---|
| Online checkout | PayPal | 3.49% + $0.49, includes Pay with Venmo |
| In-person payments from US customers | Venmo business profile | 1.9% + $0.10 per payment |
| Paying contractors you trust | Zelle | No Zelle fee, money lands in their bank |
| Invoices to clients | PayPal | Built-in invoicing and disputes |
Cash App offers business accounts too, with a processing fee on each payment. Check the rate in the app before you rely on it for sales, because Cash App’s own terms say fees can change with notice.
Who Can Use Each App
PayPal is the only one of the four that works outside the US, and it’s limited to adults. Venmo and Cash App let teens aged 13 to 17 join with a parent or sponsor. Zelle depends on your bank, so you need a US bank or credit union that offers it, and its rules set your limits.
Teens and Families
Venmo opened teen accounts for ages 13 to 17 in 2023, managed by a parent. Cash App offers sponsored teen accounts for 13 to 17 year olds, plus managed accounts for kids 6 to 12, according to Cash App’s teen guide. PayPal accounts require users to be at least 18.
Outside the US
Venmo, Zelle and Cash App only work with US accounts. Cash App left the UK on September 15, 2024, so it’s now a US-only app. PayPal works in most countries, and Venmo users in the US can now send money to PayPal users in more than 90 markets. For a two-app view, our Venmo vs PayPal comparison covers international fees.
Freelancers in Pakistan can’t use any of these four directly, because PayPal doesn’t open accounts for Pakistani residents and the other three are US-only. Our guide on how to receive money from abroad in Pakistan covers what does work.
Which Is Better: PayPal, Venmo, Zelle or Cash App?
The best app depends on who you’re paying. Use PayPal for anyone you don’t know and anything bought online. Use Venmo to split costs with friends. Use Zelle for free, fast bank-to-bank payments to people you trust, like family or a landlord. Use Cash App if you want a debit card, direct deposit and investing in one app.
| If you want to… | Pick | Why |
|---|---|---|
| Buy from a stranger online | PayPal | Purchase Protection on eligible purchases |
| Split dinner or a trip with friends | Venmo | Free from a debit card, with bill splitting |
| Pay family or a landlord you know | Zelle | Free and lands straight in their bank |
| Get paid by direct deposit and invest | Cash App | Card, direct deposit and investing in one app |
| Send money to another country | PayPal | The only one of the four that works abroad |
| Give a teenager spending money | Venmo or Cash App | Both offer teen accounts with a parent |
| Sell to customers online | PayPal | Checkout, invoicing and seller protection |
You Can Use More Than One
Most people end up with two. PayPal and Venmo now send money to each other directly in the US by phone number, so one account on each covers most situations. Zelle and Cash App don’t connect to the others. If you need to move Venmo money into PayPal, see how to transfer Venmo to PayPal without a bank account.
Frequently Asked Questions
Short answers to what people ask most when choosing between these four payment apps.
What are PayPal, Venmo, Cash App and Zelle examples of?
They’re all peer-to-peer (P2P) payment services. P2P apps let you send money to another person with a phone number, email address or username instead of account and routing numbers. PayPal, Venmo and Cash App are digital wallets that hold a balance. Zelle is a bank network that moves money directly between US bank accounts, so it works inside your banking app rather than as a wallet.
Is Zelle like Cash App?
Only on the surface. Both send money to friends in the US quickly, but Zelle moves money straight between bank accounts and has no balance, card or investing. Cash App holds your money in its own balance and adds a Visa debit card, direct deposit, savings and stock and bitcoin investing. Zelle has no instant cash-out fee because the money is already in your bank.
Is PayPal or Cash App safer?
PayPal is safer for buying things, because its Purchase Protection covers eligible purchases that never arrive or aren’t as described. Cash App offers no purchase protection on peer payments, so it’s best kept for people you know. Both must investigate payments you never authorized. In January 2025 the CFPB ordered Cash App’s owner to pay up to $175 million over its handling of fraud disputes.
Which is cheaper, Zelle or PayPal?
Zelle is cheaper. It charges nothing to send or receive, and the money lands in the recipient’s bank, so there’s no cash-out fee. PayPal is free from a balance or bank, but it charges 2.90% plus $0.30 on any card, 1.75% for an instant transfer and 2.99% on goods and services payments. PayPal’s extra cost buys purchase protection, which Zelle doesn’t offer.
Which payment app has the lowest fees?
For paying people you trust, Zelle has the lowest fees, since it’s free and needs no cash-out. Among the wallet apps, Venmo and Cash App are free from a debit card, while PayPal charges 2.90% plus $0.30 on cards. For instant cash-outs, PayPal and Venmo charge 1.75% capped at $25, and Cash App charges 0.5% to 2.5% with a $75 cap.
Can you send money between PayPal, Venmo, Zelle and Cash App?
Only between PayPal and Venmo. Since late 2025, PayPal and Venmo users in the US can pay each other directly by phone number, free from a balance, bank or debit card. Zelle and Cash App don’t connect to any other app. To move money between them, cash out to your bank first and send it from there, which can take 1 to 3 business days.
Which app is best for selling online?
PayPal. It’s the only one of the four built for online checkout, invoicing and buyers you don’t know, and its seller protection covers eligible sales. It charges 2.99% on goods and services payments and 3.49% plus $0.49 through its website checkout, which also shows Pay with Venmo to US shoppers. Zelle and personal Cash App payments give buyers no protection, so many shoppers won’t use them.
Can teenagers use PayPal, Venmo, Zelle or Cash App?
Teens aged 13 to 17 can use Venmo and Cash App with a parent or sponsor who oversees the account. Cash App also has managed accounts for kids 6 to 12. PayPal requires users to be at least 18. Zelle depends on the teen’s bank, because Zelle only works through a bank or credit union account that offers it.
Do PayPal, Venmo, Zelle and Cash App work outside the US?
Only PayPal works outside the US. Venmo, Zelle and Cash App need US accounts, and Cash App closed its UK service in September 2024. Venmo users in the US can send money to PayPal users in more than 90 markets for a 5% fee, capped at $4.99. PayPal doesn’t open accounts for residents of Pakistan, so freelancers there need other routes.
PayPal vs Venmo vs Zelle vs Cash App: Pick by Who You’re Paying
We didn’t make Marcus choose one app. The league’s website now takes registration fees through PayPal Checkout, so parents get Purchase Protection and can still tap Pay with Venmo. Coaches who pay for snacks and gear out of pocket get reimbursed by Zelle from the league’s bank account, because they’re people the treasurer knows. Parents who only use Cash App pay with their Cash App Card at checkout instead, so nobody is left out.
That’s the honest answer to PayPal vs Venmo vs Zelle vs Cash App. PayPal is for strangers, online shopping and anything abroad. Venmo is for friends. Zelle is for free bank-to-bank payments to people you trust. Cash App is for people who want their paycheck, card and investing in one place. Match the app to the person on the other end and most of the risk disappears, along with most of the fees. Who will you be paying next?
